There is a requirement for every Home Team in National levels 2 to 4 under the present game regulations applicable to their respective league, to supply a person to undertake the duties of the 4th Official. In certain matches the RFU will appoint a reserve touch judge/referee but this does not remove the obligation of the home club to appoint a 4th Official.

In the National Leagues the following system will apply.
The 4th Official should act in accordance with the briefing given by the Referee and if any problems arise during the game then the nearside touch judge should be informed if necessary.
Club Officials, Directors of Rugby, Coaching staff and players should recognise the difficult job the 4th Official has and should not bring any undue pressure on that match official.
